ಇ-ಹರಾಜಿನ ಷರತ್ತು ಮತ್ತು ನಿಯಮ ನಿಬಂಧನೆಗಳು ಕೆಳಕಂಡಂತಿವೆ.
1 ಹರಾಜಿನಲ್ಲಿ ಪಾಲ್ಗೊಳ್ಳುವವರು ಭಾರತೀಯ ಪ್ರಜೆಯಾಗಿರಬೇಕು, ಭಾರತ ದೇಶದಲ್ಲಿ ನೋಂದಣಿಯಾಗಿರುವ ಪಾಲುದಾರ ಸಂಸ್ಥೆ/ಲಿಮಿಟೆಡ್ ಕಂಪೆನಿಗಳು/ಟ್ರಸ್ಟ್‍ಗಳು ಭಾಗವಹಿಸಬಹುದಾಗಿದೆ.
2 ಇ-ಹರಾಜಿನಲ್ಲಿ ಭಾಗವಹಿಸಲಿಚ್ಚಿಸುವವರು ಇ-ಹರಾಜಿಗೆ ಸಂಬಂಧಿಸಿದ ಮಾಹಿತಿಯನ್ನು https://www.eproc.karnataka.gov.in ವೆಬ್‍ಸೈಟ್‍ನಲ್ಲಿ ಲಾಗಿನ್ ಆಗಿ ಮುಖಪುಟದ ಸಿಟಿಜನ್ ವಿಭಾಗದಲ್ಲಿ ಲಭ್ಯವಿರುವ Simplified e-auction user guide ನ್ನು ಡೌನ್‍ಲೋಡ್ ಮಾಡಿಕೊಳ್ಳಬಹುದಾಗಿದೆ.
3 ಹರಾಜಿನಲ್ಲಿ ಪಾಲ್ಗೊಳ್ಳುವವರು https://www.eproc.karnataka.gov.in ವೆಬ್‍ಸೈಟ್ ನಿಂದ ನಿಗಧಿತ ಮಾದರಿ ಸಹಿಯ ನಮೂನೆ (ಇದರಲ್ಲಿ ಅರ್ಜಿದಾರರ ಹೆಸರು ಮತ್ತು ತಂದೆಯ ಹೆಸರನ್ನು ಕನ್ನಡ ಹಾಗೂ ಅಂಗ್ಲ ಭಾಷೆಯಲ್ಲಿ ನಮೂದಿಸುವುದು) ಹಾಗೂ ಸಂಪರ್ಕದ ಮಾಹಿತಿಯ ನಮೂನೆಯನ್ನು ಡೌನ್‍ಲೋಡ್ ಮಾಡಿಕೊಂಡು, ವಿವರಗಳನ್ನು ಭರ್ತಿ ಮಾಡಿ, ವೆಬ್‍ಸೈಟ್‍ನಲ್ಲಿ ಅಪಲೋಡ್ ಮಾಡಬೇಕಾಗಿರುತ್ತದೆ.
4 ಇ-ಹರಾಜಿನ ಮೂಲಕ ನಿವೇಶನವನ್ನು ಜಂಟಿಯಾಗಿ ಖರೀದಿಸುವವರು ಜಂಟಿಯಾಗಿ ದಾಖಲೆಗಳನ್ನು ಇ-ಹರಾಜಿನ ಪೋರ್ಟಲ್‍ನಲ್ಲಿ ಅಪಲೋಡ್ ಮಾಡಬೇಕು.
5 ಹರಾಜಿಗೊಳಪಡಿಸಿರುವ ನಿವೇಶನಗಳು ಎಲ್ಲಿ ಹೇಗೆ ಇವೆಯೋ ಅದೇ ಸ್ಥಿತಿಯಲ್ಲಿ ಯಶಸ್ವಿ ಬಿಡ್ಡುದಾರರಿಗೆ ಹಂಚಿಕೆ ಮಾಡಲಾಗುವುದು, ಹರಾಜಿನಲ್ಲಿ ಹಂಚಿಕೆಯಾದ ನಿವೇಶನಗಳಿಗೆ ಬದಲಿ ನಿವೇಶನ ನೀಡಲು ನಿಯಮಾವಳಿಯಲ್ಲಿ ಅವಕಾಶವಿರುವುದಿಲ್ಲ.
6 ಪ್ರತಿ ನಿವೇಶನದ ಹರಾಜಿನಲ್ಲಿ ಕನಿಷ್ಠ ಇಬ್ಬರು ಬಿಡ್ಡುದಾರರು ಭಾಗವಹಿಸಬೇಕಾಗಿರುತ್ತದೆ. ಒಬ್ಬರೇ ಬಿಡ್ಡುದಾರರು ಇದ್ದಲ್ಲಿ ಅಂತಹ ಬಿಡ್ಡನ್ನು ತಿರಸ್ಕರಿಸಲಾಗುವುದು.
7 ಇ-ಹರಾಜಿನ ಅಂತಿಮ ದಿನಾಂಕದ ಅಂತಿಮ ಸಮಯ/ಕ್ಷಣದಲ್ಲಿ ಪ್ರಗತಿಯಲ್ಲಿರುವ ಬಿಡ್ಡುಗಳಿಗೆ ಪ್ರತಿ ಬಿಡ್ಡಿಗೆ 5 ನಿಮಿಷ ಡೆಲ್ಟಾ ಟೈಂ ಇದ್ದು, ಉದಾ: ಹರಾಜು ಅಂತ್ಯವಾಗುವ ವೇಳೆ 18.00 ಆಗಿದ್ದು, ನೀವು 17.57 ಕ್ಕೆ ಬಿಡ್ ಮಾಡಿದಾಗ 18.02 ರವರೆಗೆ ಅವಧಿ ವಿಸ್ತರಣೆಯಾಗುತ್ತದೆ. ಇದು ಅಂತಿಮವಾಗುವವರೆಗೆ ವಿಸ್ತರಣೆಯಾಗುತ್ತಾ ಹೋಗುತ್ತದೆ.
8 ಹರಾಜಿಗೊಳಪಡಿಸಲ್ಪಟ್ಟಿರುವ ನಿವೇಶನ/ಮನೆಗಳ ದರ ರೂ.1.00 ಕೋಟಿಗಿಂತ ಕಡಿಮೆ ಇದ್ದರೆ ರೂ.2.00 ಲಕ್ಷ ಇ.ಎಂ.ಡಿ ಮತ್ತು ನಿವೇಶನ/ಮನೆಗಳ ದರ ರೂ.1.00 ಕೋಟಿ ಹಾಗೂ ಅಧಿಕವಿದ್ದಲ್ಲಿ ರೂ.4.00 ಲಕ್ಷ ಇ.ಎಂ.ಡಿ ಶುಲ್ಕವನ್ನು ಇ-ಪ್ರೊಕ್ಯೂರ್‍ಮೆಂಟ್ ಪೋರ್ಟಲ್ ಮೂಲಕ IಅIಅI ಬ್ಯಾಂಕ್‍ಗೆÉ ಆಇಃIಖಿ ಅಂಖಆ/ಅಖಇಆIಖಿ ಅಂಖಆ/ಓಇಖಿ ಃಂಓಏIಓಉ ಮೂಲಕ ಅಥವಾ ಡಿಡಿ/ ಚಲನ್ ಮೂಲಕ ಪಾವತಿಸಬೇಕಾಗಿರುತ್ತದೆ. ಇದರೊಂದಿಗೆ ಹರಾಜು ಸೇವಾ ಶುಲ್ಕವನ್ನು ಬಿಡ್ಡುದಾರರೇ ಭರಿಸತಕ್ಕದ್ದು.
9 ರೂ.1.00 ಕೋಟಿಗಿಂತ ಕಡಿಮೆ ಮೌಲ್ಯದ ನಿವೇಶನಗಳಿಗೆ ಕನಿಷ್ಠ ಬಿಡ್ ಏರಿಕೆ ಮೊತ್ತ ರೂ.10,000/- ಮತ್ತು ರೂ.1.00 ಕೋಟಿ ಹಾಗೂ ಮೇಲ್ಪಟ್ಟ ಮೌಲ್ಯದ ನಿವೇಶನಗಳಿಗೆ ರೂ.1,00,000/-ಗಳಾಗಿರುತ್ತದೆ.
10 ಅತ್ಯಧಿಕ ಮೊತ್ತದ ಬಿಡ್ಡುದಾರರು ಬಿಡ್ ಅಂಗೀಕೃತವಾದ ಬಗ್ಗೆ hಣಣಠಿs://ತಿತಿತಿ.eಠಿಡಿoಛಿ.ಞಚಿಡಿಟಿಚಿಣಚಿಞಚಿ.gov.iಟಿ ವೆಬ್‍ಸೈಟ್‍ನಲ್ಲಿ ಲಾಗಿನ್ ಆಗಿ ಪರಿಶೀಲಿಸಿಕೊಂಡು ಬಿಡ್ ಮೌಲ್ಯದ ಶೇ.25 ರಷ್ಟು ಹಣವನ್ನು ಅವರ ಸ್ವಂತ ಬ್ಯಾಂಕ್ ಖಾತೆಯಿಂದಲೇ ಆರ್.ಟಿ.ಜಿ.ಎಸ್/ಎನ್.ಇ.ಎಫ್.ಟಿ ಅಥವಾ ಡಿ.ಡಿ ಮೂಲಕ (ಇ.ಎಂ.ಡಿ. ರೂ.4.00 ಲಕ್ಷ ಅಥವಾ ರೂ.2.00 ಲಕ್ಷ ಹೊರತು ಪಡಿಸಿ) ಬಿಡ್ಡು ಅಂಗೀಕರಿಸಿದ 72 ಗಂಟೆಯೊಳಗಾಗಿ ಖಾತೆದಾರರು ಆಯುಕ್ತರು, ಮೈ.ನ.ಪ್ರಾ, ಮೈಸೂರು ರವರ ಹೆಸರಿನಲ್ಲಿರುವ Commissioner MUDA Mysore, Bank of Baroda, Account No.89260100004660 (IFSC Code No. BARB0VJMUDA, 5ನೇ ಅಕ್ಷರ ಸೊನ್ನೆ ಆಗಿರುತ್ತದೆ), ಖಾತೆಗೆ ವರ್ಗಾವಣೆ/ಪಾವತಿ ಮಾಡಬಹುದಾಗಿರುತ್ತದೆ ಹಾಗೂ ಡಿ.ಡಿ.ಯನ್ನು ಸಹ ಪಡೆದು ಸಲ್ಲಿಸಬಹುದಾಗಿರುತ್ತದೆ. ಶೇಕಡ 25 ರಷ್ಟು ಹಣ ಪಾವತಿಸಿದ ಬಗ್ಗೆ ದಾಖಲಾತಿ ಒದಗಿಸುವ ಸಂದರ್ಭದಲ್ಲಿ 2 ಪಾಸ್‍ಪೋರ್ಟ್ ಅಳತೆಯ ಭಾವಚಿತ್ರವನ್ನು ಸಲ್ಲಿಸುವುದು. ಯಶಸ್ವಿ ಬಿಡ್ಡುದಾರರು ಬಿಡ್ ಮೊಬಲಗಿನ ಶೇಕಡ 25 ಭಾಗ ಹಣ ಪಾವತಿಸಲು ವಿಫಲರಾದಲ್ಲಿ ಇ.ಎಂ.ಡಿ ಮೊತ್ತವನ್ನು ಮುಟ್ಟುಗೋಲು ಹಾಕಿಕೊಳ್ಳಲಾಗುವುದು.
11 ಹರಾಜಿಗೆ ಪ್ರಕಟಿಸಿದ ನಿವೇಶನಗಳನ್ನು ಯಾವುದೇ ಕಾರಣ ನೀಡದೇ ಹರಾಜು ಅವಧಿಯ ಯಾವುದೇ ಸಮಯದಲ್ಲಿ ಹಿಂಪಡೆಯುವ ಹಕ್ಕನ್ನು ಮೈ.ನ.ಪ್ರಾ. ಕಾಯ್ದಿರಿಸಿಕೊಂಡಿದೆ.
12 ಹರಾಜಾದ ನಿವೇಶನಗಳನ್ನು 1991ರ ಕರ್ನಾಟಕ ನಗರಾಭಿವೃದ್ದಿ ಪ್ರಾಧಿಕಾರಗಳ (ಮೂಲೆ ಮತ್ತು ವಾಣಿಜ್ಯ ನಿವೇಶನಗಳ ಹಂಚಿಕೆ) ನಿಯಮ ಕಲಂ 6(2) ರನ್ವಯ ಅಂತಿಮ ಬಿಡ್ಡನ್ನು ಅಂಗೀಕರಿಸುವ ಅಥವಾ ತಿರಸ್ಕರಿಸುವ ಅಧಿಕಾರವನ್ನು ಆಯುಕ್ತರು, ಮೈಸೂರು ನಗರಾಭಿವೃದ್ದಿ ಪ್ರಾಧಿಕಾರ, ಮೈಸೂರು ರವರು ಹೊಂದಿರುತ್ತಾರೆ.
13 ಇ-ಹರಾಜಿನಲ್ಲಿ ವಿಫಲರಾದವರಿಗೆ ಹರಾಜು ಅಂತಿಮಗೊಂಡ ನಂತರ ಇ.ಎಂ.ಡಿ ಮೊತ್ತವನ್ನು www.eproc.karnataka.gov.in ರವರು ನೇರವಾಗಿ ಬ್ಯಾಂಕ್ ಖಾತೆಗೆ ಮರುಪಾವತಿ ಮಾಡಲು ಕ್ರಮವಹಿಸುತ್ತಾರೆ.
14 ಬಿಡ್ಡುದಾರರಿಗೆ ಬಿಡ್ಡಿನಲ್ಲಿ ಅಂತಿಮಗೊಂಡ ನಿವೇಶನಗಳನ್ನು ಹಸ್ತಾಂತರಿಸುವ ಸಂದರ್ಭದಲ್ಲಿ ಒಟ್ಟು ವಿಸ್ತೀರ್ಣದಲ್ಲಿ ಕಡಿಮೆ ಇದ್ದಲ್ಲಿ ಪಾವತಿಸಲ್ಪಟ್ಟಿರುವ ಹೆಚ್ಚುವರಿ ಮೊತ್ತವನ್ನು ಮರುಪಾವತಿಸಲಾಗುವುದು ಹಾಗೂ ಹೆಚ್ಚುವರಿ ವಿಸ್ತೀರ್ಣವಿದ್ದಲ್ಲಿ, ಸದರಿ ವಿಸ್ತೀರ್ಣಕ್ಕೆ ಹೆಚ್ಚುವರಿ ಹಣ ಪಾವತಿಸಲು ತಿಳುವಳಿಕೆ ನೀಡಲಾಗುವುದು. ಇದಕ್ಕೆ ಬಿಡ್ಡುದಾರರು ಒಪ್ಪದಿದ್ದಲ್ಲಿ ಸದರಿಯವರು ಪಾವತಿಸಿರುವ ಶೇ.25 ರಷ್ಟು ಮೊಬಲಗನ್ನು ಮುಟ್ಟಗೋಲು ಹಾಕಿಕೊಂಡು ಹರಾಜನ್ನು ರದ್ದುಗೊಳಿಸಲಾಗುವುದು.
15 “ಬಿಡ್ಡುದಾರರು ಬಿಡ್ ಮೊಬಲಗಿನ ಶೇಕಡ 75 ರಷ್ಟು ಹಣವನ್ನು ಅವರ ಸ್ವಂತ ಬ್ಯಾಂಕ್ ಖಾತೆಯಿಂದಲೇ ಪಾವತಿಸಿದ ನಂತರ ಹಣ ಪಾವತಿಸಿರುವ ರಸೀದಿ ಪ್ರತಿಯೊಂದಿಗೆ ಕ್ರಯಪತ್ರ ಕೋರಿ ಅರ್ಜಿ ಸಲ್ಲಿಸುವುದು.

16 ಬಿಡ್ಡುದಾರರಿಗೆ ಬಿಡ್ಡು ಮೊತ್ತದ ಉಳಿಕೆ ಶೇ.75 ರಷ್ಟು ಮೊತ್ತ ಪಾವತಿಸಲು ಬಡ್ಡಿ ರಹಿತವಾಗಿ ಹರಾಜು ಸ್ಥಿರೀಕರಣ ಪತ್ರ ಸ್ವೀಕರಿಸಿದ ದಿನಾಂಕದಿಂದ 45 ದಿವಸಗಳು ಅವಕಾಶವಿದ್ದು, ನಂತರದ 90 ದಿನಗಳ ಅವಧಿಗೆ ಶೇ.18 ರ ಬಡ್ಡಿ ದರದಲ್ಲಿ ಹಾಗೂ ತದನಂತರದ 30 ದಿನಗಳ ಅವಧಿಗೆ ಶೇ.21 ರ ಬಡ್ಡಿ ದರದಲ್ಲಿ ಸಕ್ಷಮ ಪ್ರಾಧಿಕಾರದ ಅನುಮತಿ ಪಡೆದು ಪಾವತಿಸಲು ಅವಕಾಶವಿರುತ್ತದೆ.
16 ಹರಾಜು ಪ್ರಕಟಣೆಯಲ್ಲಿ ನೀಡಿರುವ ರೇಖಾಂಶ ಮತ್ತು ಅಕ್ಷ್ಷಾಂಕಗಳು ಕೆಲವೊಮ್ಮೆ ಕೈತಪ್ಪಿನಿಂದ ನಿಖರವಾಗಿ ನಿವೇಶನವನ್ನು ಗುರುತಿಸದೇ ಇದ್ದ ಪಕ್ಷದಲ್ಲಿ ಪ್ರಕಟಣೆಯಲ್ಲಿ ನೀಡಿರುವ ಸಂಬಂಧಪಟ್ಟ ಅಭಿಯಂತರರನ್ನು ಸಂಪರ್ಕಿಸಿ ಖಚಿತಪಡಿಸಿಕೊಳ್ಳಬಹುದಾಗಿದೆ. ರೇಖಾಂಶ ಮತ್ತು ಅಕ್ಷ್ಷಾಂಕಗಳು ವ್ಯತ್ಯಸವಾಗಿರುವುದಾಗಿ ತಿಳಿಸಿ ಪಾವತಿಸಿರುವ ಹಣವನ್ನು ಮರುಪಾವತಿ ಕೋರಿದ್ದಲ್ಲಿ ಮರುಪಾವತಿಸಲು ಅವಕಾಶವಿರುವುದಿಲ್ಲ.
17 ನಿವೇಶನಗಳ ಸ್ಥಳ ಮಾಹಿತಿ, ಅಭಿಮುಖ, ರಸ್ತೆ ಅಳತೆ ಇನ್ನಿತರೆ ವಿವರಗಳನ್ನು https://www.eproc.karnataka.gov.in ಅಥವಾ  www.mudamysore.gov.in ವೆಬ್‍ಸೈಟ್‍ನಿಂದ ತಿಳಿದುಕೊಳ್ಳಬಹುದಾಗಿರುತ್ತದೆ ಅಥವಾ ದೂರವಾಣಿ ಸಂಖ್ಯೆ- 0821-2421629 ಗೆ ಸಂಪರ್ಕಿಸಿ ಮಾಹಿತಿ ಪಡೆಯಬಹುದಾಗಿರುತ್ತದೆ.

  1. The Participants of the auction should be a citizen of India. Partnership firm / Limited companies/Trusts registered in Inida may also participate in the e-auction.
  2. E-auction participants need more information they can download the simplified e-auction user guide by logging on to http://www.eproc.karnataka.gov. in available on Citizen Division Home Page.
  3. The Participants should download the Specimen Signature format (Write the Name & Father Name in Kannada & English) and Contact Details format from http://www.eproc.karnataka.gov.in. upload the filled formats.
  4. Those who want to buy the e-auction sites jointly, should also upload the documents jointly in e-auction portal.
  5. Sites will be auctioned on ‘as is where is’ condition. There is no provision for change of site.
  6. There should be minimum of 2 bidders for the e-auciton Sites. Single bidder will be rejected.
  7. The 5 minutes of delta time shall be extended to the last moment bids of e-auction. For example: If the e-auction Bidding close Time is 18.00 hours, In case any bid submitted in 17.57 hours , the closure time will be extended to another 5 Minutes i.e. 18.02 hours.
  8. EMD payable to participate in e-auction Rs.4.00 Lakhs for sites having the base price Rs.1.00 Crore and Above. Rs.2.00 Lakh for the sites having the base price less than Rs.1.00 Crore and e-Auction processing fees also to be deposited through Debit card/ Credit Card/ Net Banking/ D.D. to ICICI bank by e-procurement protal.
  9. The minimum Bid change price is Rs.10,000/- for the sites which is having base price below Rs.1.00 Crore and Rs.1,00,000/- for the sites which is having base price Rs.1.00 Crore and above.
  10. The highest bidder should check the site approval status in https://www.eproc.karnataka.gov.in and shall remit 25% of bid amount from the bidder account only through RTGS/NEFT/D.D. (Excluding EMD of Rs. 4,00,000/- or Rs. 2,00,000/-) before 72 hours to Account Holder Name: Commissioner MUDA Mysore, Bank of Baroda, Account No.89260100004660 (IFSC Code No. BARB0VJMUDA) or You can submit the D.D. also. Bidder should submit the 25% amount payment receipt and 2 Passport size photos to Office. If the successful bidder failing to pay the 25% of the bid amount their EMD amount will be forfeited.
  11. Mysore Urban Development Authority has the right to withdraw any auctioned sites at any time.
  12. The auction of said sites will be held according to 1991 Karnataka Urban Development Acuthorities Act (Disposal of corner and commercial sites) Rule 6(2) the Commissioner Mysore Urban Development Authority, Mysore reserves the right to accept or reject the bid without assigning any reason and prior notice.
  13. The EMD Amount of unsuccessful bidders will be returned to their Bank Account by eproc.karnataka.gov.in of Karnataka after bidding is finalized.
  14. If any difference is found in the Dimension of the sites during the final transfer to the bidder, if the Dimension is less, for less Dimension amount will be refunded. If the Dimension is more, Bidder should has to pay the additional amount for the increased area. If the bidder does not agree, then 25% of the bid amount will be forfieted and the auction will be cancelled.
  15. Bidder should pay the remaining 75% of bid amount from their own Bank account and should submit the receipt copy with Sale Deed request to Office.
  16. The Successful bidder shall pay the balance 75% amount after receiving the Auction Confirmation Letter in 45 days without interest. If who need time extension to pay the 75% amount 18% of interest will be applicable for 90 days and 21% of interest applicable for futher 30 days with the prior permission of the commissioner.
  17. The aucitoned sites location, facing, Dimension etc., get through http://www.eproc.karnataka.gov.in or www.mudmysore.gov.in website or can contact by phone no.0821-2421629.
